Introduction
Since 1994, as an alternative to whaling, observing whales in the wild has expanded world wide, offering interesting economic benefits to local populations. In order to preserve cetaceans a number of countries have developed action plans for the creation of marine protected areas (MPA's) and sanctuaries. Guidelines for this activity have been developed by most countries; these are based on the precautionary principle in order to ensure the tranquillity of the animals.
